City Council
Avondale operates under the Council-Manager form of government in accordance with its Charter. Legislative authority is vested in a seven member City Council consisting of a Mayor and six Council members elected at large for a term of four years. The Mayor and Council appoint the City Manager and such other officers deemed necessary and proper for the orderly government and administration of the affairs of the City, as prescribed by the constitution and applicable laws, and ordinances.

Avondale City Council Meetings
Regular Council Meetings are the first and third Monday of each month at 7:00 p.m. These council meetings are held at the Avondale City Council Chambers located at 11465 West Civic Center Drive.

  • Unscheduled Public Appearance - If you would like to speak to the Council regarding an agenda item, pick up a Public Comment card at the back of the Council Chambers when you arrive prior to the Council Meeting. Fill out the card and give it to the City Clerk. If you would like to speak to the Council regarding any topic not on the Agenda, come forward to the podium when the Mayor calls for Unscheduled Public Appearances at the end of the Council meeting. Be sure to state your name and address. Limit of five minutes per person. Note: no action can be taken by Council in response to any unscheduled public appearance regarding topics not on the agenda.
  • Scheduled Public Appearance - In order to be placed on a Council meeting agenda, you must send or fax a request in writing to the City Clerk. The request needs to be received one full week prior to the Council meeting. The request should state who wishes to appear, their address and phone number, the specific topic or issue to be addressed, and any supporting information that may be relevant. Council may take any appropriate action on items which are scheduled on the agenda.


We encourage all citizens of Avondale to come out and participate in the Council Meetings.

Agenda Items and Actions
There are two types of agenda items presented to Council: a) information only, b) appropriate action. Appropriate actions include: no action, postponing action, taking action as recommended by staff, taking action as proposed by any Councilmember. All actions require majority vote of Council member present. A minimum of four (4) Council members must be present for Council to transact City business. Some Council actions require formal documentation beyond inclusion in Council meeting minutes.

  • Resolutions - A resolution grants authority to perform an action, such as enter into a contract with a vendor or authorize the budget for the coming year.
  • Ordinances - An ordinance is an amendment, deletion, or addition to the Avondale City Code. In other words, it is a City law or statute.
